
PROPOSAL FOR THE COMPETITION "RS SEGURO - Rubem Berta - Porto Alegre/RS" (2025)

LANDSCAPE – A PLACE OF ENCOUNTER
The Rubem Berta territory, located in the northern zone of Porto Alegre, features several leisure areas linked to community associations, offering cultural, sports, and social activities. Despite facing challenges in some areas regarding access to water supply, sanitation, and waste management, the territory shows a strong bond between the community and its public spaces.
In this context, the project design emerges from a dialogue with the landscape. Prioritizing the recognition and articulation of local uses, the proposal is rooted in the relationship between context, activities that reinforce attachment to place, and the landscape as an integrating element. The design follows the natural topography and establishes level gradations that not only define programmatic zones but also allow for permanence in green, permeable spaces that help absorb rainwater.
All six sectors are connected by bike lanes and pedestrian walkways, enhancing local centralities and expanding the neighborhood's leisure space network.
The spatial organization of each project site is guided by the existing vegetation, generating pathways that provide visibility to different programmatic points connected to the surrounding blocks and their pre-existing uses. Sports areas, cultural facilities, slow walking paths, and contemplative spaces are interconnected without physical barriers, allowing the landscape to unfold in a welcoming manner.
With extensive public lighting and accessible paths, the project prioritizes green areas and ecological permeable paving, contributing to a high rate of soil permeability in the urban environment.
The proposed multipurpose structures feature flexible spaces and a modular construction system that ensures greater feasibility, while also integrating environmental comfort solutions such as photovoltaic panels, cross-ventilation, and thermoacoustic roofing.
As a strategy for environmental preservation and integration with the landscape, intermittent river areas were transformed into points of rest and contemplation, aiming to reframe the perception of water in urban spaces.
With open pathways and an expressive landscape, the proposal enhances established uses, fostering greater enjoyment and a sense of belonging in Rubem Berta’s public spaces.
